Who sets Australia's Fossil Fuels policy?

The article by Mike Seccombe in issue 489 of the "The Saturday Post" titled as above is very true. Unfortunately, although the Labor Party have seemingley been more pro active on the issue of climate change since re election, it is becoming obvious that they are not facing up to the importance of stopping any new fossil fuel developments.
The fact that they have appointed Resources Minister Madeleine King to oversee future gas industry approvals is a blatant concession to the giant Japanese resources Company "Inpex". Their CEO Takayuki Ueda, at a speech recently delivered in Canberra,expressed his displeasure with the governments decision to cap the domestic gas price and prevent companies from diverting supplies offshore. This to stop them taking advantage of skyrocketing global oil and gas prices. While under normal circumstances his comments would be understandable,they are in fact outrages.
Firstly, Australia has to comply with international concerns about "climate change". We cannot stand aside and ignore the consequences. While the effects upon our economy are going to be very difficult to accomodate, we have to find a way. Thats why we have governments.
Secondly, in a recent report australianinstitute.org.au spelled out that this same Japanese company,had in nine years earned $42 billion from our Torres Strait gas concession, paid no royalties and a mere $120 million in taxes. How stupid are our politicians who negotiated these ridiculous terms. So Mr Albanese, tell these greedy people to f------- off. We are part of a world under threat.
